Institute appoints new Council observers

They take on their new responsibilities this month and replace Sam Younger, who steps down after four years in the role. As Lay Observers Jane and Quinton will advise the Institute’s Council on the public interest regarding the Institute’s activities and will support the Institute’s adherence to its charitable responsibilities.

Jane is Head of the Adjudicator’s Office for HMRC and the Valuation Office Agency (VOA).

Quinton is a former British Ambassador and a former Public Interest Council member of the Institute of Chartered Accountants of Scotland.

CIOT President Ray McCann said:

“I am delighted that Jane Brothwood and Quinton Quayle have agreed to take on the role of Lay Public Interest Observers of the Institute’s Council.

“Jane is an experienced leader with a strong focus and track record in working to improve services for the public. We look forward to Quinton bringing both his vast experience in public life to the CIOT and also his knowledge of educational standards, examinations and professional qualifications to his oversight role at CIOT.

“The Institute’s charitable responsibilities and public interest objectives are of paramount importance to us. We are proud of the role we play in maintaining high standards in the tax profession and in making the tax system work better for all those who come into contact with it, including those on low incomes.”

The appointment of Lay Public Interest Council Observers is for a period of two years with the possibility of extension of the term to four years. An Observer may serve for a maximum of two terms (four years). The appointment of Jane and Quinton means that, for the first time, CIOT has two Lay Public Interest Observers on its Council.

1. Jane Brothwood has been appointed in a personal capacity, rather than as an HMRC employee. She is chair of the Ombudsman Association Casework Interest Group and also a panel member for the Cabinet Office, in relation to the Infrastructure and Projects Authority. She has held a range of senior leadership roles in HMRC, including: Deputy Director, HMRC Customer Policies; and Deputy Director, Stakeholder Engagement, Communications & Customer Insight, Pay As You Earn (PAYE) Real Time Information (RTI). She is a Chartered Manager and Fellow of the Chartered Management Institute (CMI), Fellow of BCS (Chartered Institute for IT) and Member of Association of Project Managers.

2. Quinton spent 33 years in HM Diplomatic Service, including serving as Deputy Ambassador to Indonesia and Ambassador to Romania. He finished his career as British Ambassador to Thailand. He is a Non-Executive Director of Cottsway Housing Association, Board Member of Council for Licensed Conveyancers and Chair of the Exceptional Hardship Panel, HS2 ltd, among other roles. He is a former Senior Consultant at PricewaterhouseCoopers, with projects that included working with Customs and Excise, Arts Council and Ministry of Defence. He is a former International Director of UKTI and Lay Member of the Queen's Counsel Appointments Panel.
