Guidelines for Compliance 13 – Help ensuring documents filed with HMRC are correct and complete

HMRC published Guidelines for Compliance 13 on 1 September 2025. It sets out the steps a taxpayer should take to ensure that they can declare that documents and returns they submit to HMRC are correct and complete.

Guidelines for Compliance offer HMRC’s view on complex, widely misunderstood or novel risks that can occurs across tax regimes. They are part of HMRC's ongoing commitment to publish practical guidance to support taxpayers, enabling them to better understand what HMRC consider to be good practice and what HMRC consider a tax risk. They include best practice examples to follow and steps to:

  • help taxpayers understand HMRC’s expectations and avoid non-compliance
  • highlight approaches that can lead to inaccuracies and the need to pay more tax, interest and penalties
  • offer insights into the practical application of the law and HMRC’s administrative approaches, expanding the scope of HMRC material, beyond interpretation of the law

HMRC’s webinar will cover key points from Guidelines for Compliance 13 (GfC13), including:
