CIOT and IFS debate: Reforming the taxation of housing – what changes should the Chancellor choose?

THE DEBATE

A proportional property tax? Applying national insurance to landlords’ rental income? Putting capital gains tax on the sale of expensive main homes? Treasury officials are said to be looking at a range of changes to housing taxation ahead of the Budget. Meanwhile the Conservatives want to scrap stamp duty land tax entirely on main homes.

Which of these proposals make sense and what might a coherent vision for housing taxation look like? Do we tax housing too much, too little or just in the wrong way? Should we be taxing housing anyway, or just the value of the land it is built on?

Our panel brings together experts with a range of perspectives to consider these important questions.

This event is free to attend and open to all with an interest in the topic. The format for this event will be short speeches / presentations from panellists followed by a discussion, with the opportunity for audience members (including those online) to make comments and put questions to our panel.
