The debate panel consisted of Sir Edward Troup - Former HMRC Executive Chair (sat on the left of the screen), Malcolm Gammie QC - Chair, IFS Tax Law Review Committee (sat on the right of the screen) and Ray McCann - CIOT President (in the chair and in the centre of the screen).
The debate was organised by the Chartered Institute of Taxation (CIOT) and the Institute for Fiscal Studies (IFS).
Regrettably a delayed House of Commons vote prevented Nicky Morgan MP, Chair of the House of Commons Treasury Committee, from taking part in the debate.
