Few chancellors get the chance to deliver not just one but two dramatic pre-Budget reports. After the huge personal tax changes last year, we had a crisis mini-Budget on Monday 24 November 2008. Quite bizarrely, the two main changes had hit the headlines over the previous weekend - the Treasury chose to brief the press on the VAT cut and the 45% higher tax rate planned for 2011.
