This article by Neil Owen, editor of Tax Adviser, appears in the March 2006 issue of Tax Adviser Sitting in Paul Morton's office overlooking Trafalgar Square, it is not difficult to be struck with a profound sense of irony. The highly visible statue of Admiral Lord Nelson - whose victory at Trafalgar (the bicentenary of which was of course celebrated with some pomp only last year) put a permanent end to any plans for the invasion of this country by Napoleon - contrasts starkly with the prominence of European (that is, essentially Napoleonic) law in our domestic tax affairs: am internationalising trend that has so much to do with the existence of the European tax body of which Paul Morton became President at the beginning of this year.
