In April 2002, the consultation process on the modernisation of stamp duty commenced with the issue of a paper by the former Inland Revenue called Modernising Stamp Duty on land and buildings in the UK – A Consultative Document – April 2002. As advisers are aware, Finance Act 2003 (FA 2003) introduced the framework for the modernised stamp duty regime as regards property transactions. In the period leading up to the appointed day (1 December 2003), there was considerable debate on both the precise technical framework and the practical implementation of the new tax – stamp duty land tax (SDLT).
