The CIOT issued a paper in response to the consultation document issued by Customs & Excise in April 2003. The consultation document sets out proposals for chaning the current rules relating to:
- VAT incurred prior to registration
- a change to the intended use of goods and services
- VAT incurred prior to making an election to waive exemption
