Treasury Committee: Principles of Tax Policy and Budget 2012 - CIOT/LITRG comments

The CIOT and LITRG comments, sent to the Treasury Committee on 16 April 2012, on how Budget 2012 (and succeeding Finance Bill) meet the Committee's tax policy principles, as expressed in its 2011 report on Principles of Tax Policy.

The submission we made is attached and has now been published as part of the Treasury Committee’s report on the Budget (see http://www.parliament.uk/business/committees/committees-a-z/commons-select/treasury-committee/news/budget-report-publication-/); our original submission in the wake of the Budget is also included. We could not accommodate all comments but we hope our paper was a fair representation of views. In particular, the ‘score’ for the Budget attracted a wide range of marks – the lowest being 2/10 – the 6/10 in our paper was an average of the marks of the CIOT/LITRG juries.
