The comments of the CIOT regarding MODs on the HMRC consultation on draft legislation and explanatory notes on Double taxation relief (DTR) avoidance using unauthorised unit trusts (UUTs) and Manufactured Overseas Dividends (MODs) are available to download here in Adobe (pdf) format.
