CIOT/HMT correspondence: FA 2008 s58 (FB 2008 cl55) - Retrospective legislation

In the wake of the 2008 Budget statement, the CIOT raised concerns with HMRC and the Treasury about the use of retrospective legislation. We reiterated our opposition as a matter of principle to such a route and briefed the Finance Bill Committee with our concerns. This culminated in a letter from the President to the Financial Secretary to the Treasury; this letter and the response from Jane Kennedy MP are available to download here in Adobe (pdf) format. We have been awaiting clearance form the Treasury to publish this exchange.
