Counter-productive tax measures

An update.

We posted an item last month about Counter-productive tax measures http://www.tax.org.uk/tax-policy/newsdesk/2011/counter-productive_measures. We still need more suggestions: one idea we have had from a member relates to SDLT:

'SDLT on houses, which acts as a financial disincentive to move house. Presumably the government wants the labour force to be mobile so as to minimise structural unemployment. And (presumably) it would like elderly people to sell family houses that are too big for them. But the burden of SDLT – exacerbated by the ‘step’ basis – mitigates against this.'
