HMRC have provided an update on their National Insurance and PAYE Service (NPS) for agents. An upgrade to NPS was released on 23 November 2009, and details of various pre-existing issues with the service have been published. The full statement from HMRC reads:

“New National Insurance and PAYE Service (NPS)

"Our new system for processing PAYE, the National Insurance and PAYE Service (NPS) is being introduced in three phases. The first upgrade to our 25 year old system was successfully completed in June 2009 but due to the sheer scale of the changes involved we were unable to introduce all the functionality in one go.

"Our second upgrade (Release 4.1) was introduced on 23rd November 2009. This included enhancements to coding processes and will enable us to complete the annual tax coding run in January 2010 using NPS. This upgrade will also mean that the system will flag up PAYE cases with missing information so that these can be addressed.

"We’re working on it…
"NPS is working well overall although there are some issues which were not apparent during testing and which we need to fix. We’re sorry about this but given the size and scale of the changes we are introducing it is inevitable that there would be some teething problems and we are working hard to put these right.

"We have published details of those issues which we think are most likely to be of interest to tax agents and advisers on our web site http://www.hmrc.gov.uk/agents/nps.htm.
