The Officers

The President

Patrick Stevens started his career with a two partner firm of accountants in Norfolk and since then has experienced life in most segments of the profession. This includes several years with a firm just outside the top twenty accountants, some time with BDO, and the last 16 years as a partner at Ernst & Young in London. During his time at E&Y he has spent a number of years as managing partner of the growth markets part of the business. His areas of tax specialisation include entrepreneurial companies and their shareholders, professional partnerships, retail investment funds and private clients.

These days he has a range of responsibilities within Ernst & Young including looking after the tax affairs of the firm in the UK, the EMEIA Area and the Global organisation as well as commenting to the newspapers and television on current tax matters. Patrick was elected Vice President of the CIOT in May 2010 and Deputy President of the CIOT in May 2011.

Stephen Coleclough LLB CTA (Fellow) FIIT TEP FRSA FInstCPD is qualified as a solicitor and is partner in indirect taxes at PricewaterhouseCoopers which he joined in 1997. Prior to that he was head of corporate and indirect taxes at Simmons & Simmons.He was Chairman of the CIOT’s Technical Committee from May 2005 to May 2008. Since 2009 he has been President of the Confédération Fiscale Européenne, the body of European tax advisers, which embraces 33 national organisations from 24 European States, representing more than 180,000 tax advisers.

Stephen Coleclough

Vice President

Anne Fairpo became an Associate member of the Institute in 1998, and a Fellow in 2006. She is a barrister at 13 Old Square Chambers and Atlas Chambers, focussing on taxation of intellectual property, international tax issues and employment tax advice. She is also Chair of the Institute's Education Committee and a member of the International Taxes Technical Sub-Committee.

Anne writes regularly for a number of publications, and is the author of Taxation of Intellectual Property, published by Bloomsbury Professional. She also speaks regularly at conferences and seminars.

Away from the office, Anne regularly stage-manages productions for the Company of Ten, an amateur dramatic society, and Gray's Inn. She also travels regularly, which combines well with her interest in photography, and is training to run the 2012 New York Marathon

Anne Fairpo

Immediate Past President

Anthony Thomas has been in tax practice with Thomas & Company, a firm of tax advisers based in Coventry, for more than 30 years. He qualified as a Chartered Certified Accountant in 1979 and became a member of the Institute of Taxation in 1980, setting up practice dealing mainly with the taxation aspects of smaller business and the professions.

He joined the Council of the Chartered Institute of Taxation in 2003, having already sat on the Council of the Association of Taxation Technicians, being the president in 2002/03. He is a past chairman of the joint CIOT/ATT Standards Committee and past member of the joint Audit Committee.

He is also a past Treasurer of the CIOT and past chairman of the Birmingham Branch committee. Elected Vice President of the CIOT in 2009 he became Deputy President in 2010 and President in May 2011.

Anthony joined the General Assembly of the Confédération Fiscale Européenne (CFE) in 2008, having an interest in European tax issues, particularly relating to professional standards and ethics. Prior to joining the ATT and CIOT councils, he was a member of the Council of the ACCA, having chaired their investigations and membership committees, and the representative member of the AAT Council.

Outside interests consist of skiing, music and travel.

Peter Fanning - joined the CIOT in 2008 as its first Chief Executive following a brief secondment to the office of the permanent secretary to HM Treasury.From 2004 Peter led the transformation of the Office of Government Commerce (an independent office of HM Treasury) as Deputy Chief Executive/Director General and later Acting Chief Executive/2nd permanent secretary. He previously served as the founding Director of London’s Centre of Procurement Excellence based in the former Association of London Government, Managing Director of IPF, the commercial arm of CIPFA and Chief Executive of the 4ps, established to support Local Authorities procure through the PFI.

Peter spent over 12 years with the NatWest Group, which he left as a Director of NatWest Capital Markets in 1994 and former Head of Product Development in the Commercial Division.

Peter was Trustee and Board member of the Coalfields Regeneration Trust and a former committee member of Hyde Housing Association.

Tax Policy

Tax Policy Director, OBE BSc CTA (Fellow) FCA


John Whiting was appointed the first Tax Policy Director of the Chartered Institute of Taxation (CIOT) in July 2009, following a long career with PricewaterhouseCoopers (PwC). At PwC, he was a tax partner for 25 years, working on most areas of taxation including many years of involvement with employment taxation and client training. He was responsible for advising PwC and clients on tax policy and was the co-deviser and developer of the PwC Total Tax Contribution framework, becoming involved in many of the TTC projects, including working with the World Bank.

John’s tax policy role with the CIOT essentially means ensuring that the CIOT’s views on consultations and current issues on taxation are collated and properly communicated. It involves regular high-level contacts with the UK tax authorities, Ministers and Shadow Ministers and appearances before Parliamentary Committees. John is also a member of the First-tier Tax Tribunal.

More recently, John was asked by the Chancellor of the Exchequer to take on the role (part-time and unpaid) of Tax Director of the Office of Tax Simplification on its formation in July 2010.

John is a past President of the CIOT, a previous chair of the Technical Committee and is a regular speaker and writer on a wide variety of taxation topics. His explanations and views on tax issues are constantly sought by both broadcast and print media. John was awarded the OBE in 2008 for services to the tax profession and confesses to having been the inaugural recipient of the ‘Tax Personality of the Year’ accolade.

Married (to another CTA) with three daughters, two Labradors and a cat, John’s interests apart from family life include history, music (particularly Fairport Convention), cricket watching (including maintaining that Yorkshire will win the county championship), DIY and sticking up for most things to do with Hull.

Tina Riches - is the CIOT's Technical Director. Her main role, with the assistance of the other Technical Officers, includes providing support to the Technical Committee and its sub-committees. In addition to being a Chartered Tax Adviser and a Chartered Accountant, Tina is a member of the ICAEW Tax and IT Faculties. As a Nottingham University economics graduate, Tina originally trained in audit with one of the Big 4 firms, before escaping into tax and subsequently becoming a Senior Tax Manager with another Big 4 firm in Nottingham. After a spell lecturing, she and a former colleague set up a general practice in Cambridgeshire, specialising in owner managed businesses including start ups and tax of individuals.

John Andrews

Chairman and founder of the Low Incomes Tax Reform Group that gives a voice to the unrepresented on tax and tax credit issues.

Gary Ashford

Gary is National Head of Tax Investigation and Dispute Resolution for a large accountancy firm. He was previously an inspector with the ex-Inland Revenue before joining the tax investigation group of a Big 4 firm in London. Gary is a regular expert press contributor on tax investigation issues and is the former Chairman of the Management of Taxes Sub-Committee. He represents the CIOT on HMRC's Compliance Reform Forum.

John Barnett

Solicitor and a Chartered Tax Adviser. John is Chairman of the Capital Gains Tax and Investment Income Sub-Committee. He specialises in the interaction of personal and corporate taxes. John studied Politics and Philosophy at Christ Church, Oxford. He is a member of the Law Society's Capital Taxes Sub-Committee and chair of Bristol Law Society's Tax, Trust and Probate committee. In January 1998 he was the winner of the CIOT's Institute Medal and Butterworth Prize.

Colin Ben-Nathan

Chartered Accountant and Chartered Tax Adviser working within the accountancy profession, specialising in employment taxes in UK/international context and taking a particular interest in the financial sector. Colin is Chairman of the CIOT's Employment Taxes Sub-Committee.

John Cullinane

Past President of the CIOT, a Chartered Tax Adviser (Fellow) and a Chartered Accountant. John studied Philosophy and Economics at Oxford and worked for several years at the Department of Employment (involved among other things in European Union negotiations). He is a past President of the CIOT and member of the Institute's Technical Committee and was Chairman of the Corporate Tax Sub-Committee. He has been particularly heavily involved in consultations over corporation tax reform, IAS and the implications of European Court of Justice decisions. John has been a Council Member since 1997. John specialises in corporate and international tax. He is a frequent conference speaker on the tax issues arising from securitisation, debt and derivatives, international trends in financial services taxation and the impact of the European Union on the tax system. He has written articles on these topics for The Times, Financial Times, Accountancy Age and Tax Adviser.

Mark Delaney

Chartered Tax Adviser and Chairman of the Environmental Taxes Working Group. Mark heads up Baker & McKenzie's London VAT group and is a member of Baker & McKenzie's European indirect tax steering committee, advising on a wide spectrum of UK, EU and global VAT law. He speaks regularly at UK and international conferences on international VAT issues, for example in the e-commerce, international trade and services sectors, outsourcing and the developing carbon and environmental markets. Mark studied Politics and Parliamentary Studies at the University of Leeds, where he graduated in 1998. In 1996/7, Mark undertook internships with the US Democratic Party (Washington D.C.) and the UK Labour Party (Westminster).

Bill Dodwell

Chartered Tax Adviser and Chartered Accountant. He read law at King's College, London and at Queens' College, Cambridge. Bill is Chairman of The Chartered Institute of Taxation's Technical Committee. He is also a member of the Tax Law Review Committee of the Institute for Fiscal Studies. He specialises in tax policy and advising multinationals.

Eleanor Dowling

Member of the Employment Taxes Sub-Committee of the Chartered Institute of Taxation and also represents the Institute on the Pensions Industry Working Group with HMRC. She is also a member of the Society of Pension Consultants' Legislation Committee. Eleanor is a solicitor specialising in pensions law, and is a member of the Association of Pension Lawyers. She is a Principal at Mercer Human Resource Consulting.

Nigel Eastaway

Chartered and Certified Accountant as well as a Chartered Tax Adviser. Nigel has been Chairman of the Technical Committee twice and the CIOT's EU & Human Rights Sub-Committee. He specialises in capital taxes and has acted as an expert witness in court cases concerning share valuation, compensation for loss of office, compensation of loss of profit and professional negligence and other issues. He is an author and lectures.

Douglas Gordon

Chartered Tax Adviser (Fellow) and a VAT Partner. Douglas is Chairman of the CIOT's VAT & Indirect Taxes Sub-Committee, as well as being a member of the VAT Practitioners' Group. He is a contributor to "Tottel's VAT Planning" and speaks and writes widely on VAT. He specialises in indirect tax.

Andrew Gotch

Came into taxes through the Inland Revenue’s fast stream in 1988. He left the Revenue in 1994 as an Assistant District Inspector and following a spell as tax partner in a small firm of Chartered Certified Accountants he co-founded Professional Tax Practice Ltd in 1995 to dispense advice to professional firms of accountants and lawyers. He was a partner in the Professional Training Partnership until 2006.

Since then has been in practice as a Chartered Tax Adviser and lecturer through his own firm TaxFellowship, advising clients, contributing articles on technical issues to the professional press and lecturing widely to professional audiences all over the UK.

Andrew was made a Fellow of the CIOT in 2005 and was awarded the Fellowship Thesis Prize & Gold Medal and the Banker’s Taxation Circle Prize for his thesis on the interaction of tax and accounting standards. He is involved with the CIOT’s technical work and is Chairman of the OMB Technical Sub-Committee, a core member of the Employment Taxes Technical Sub-Committee and a ‘virtual’ member of the Management of Taxes Technical Sub-Committee, contributing to several consultations and for with HMRC.

Martyn Gowar

Solicitor and Chartered Tax Adviser (Fellow). He is Chairman of the Succession Taxes sub-committee. He has recently retired from the firm with whom he practised for over 40 years and now is a consultant local to his home. His experience is in capital taxes especially with trusts and business succession issues. He writes a regular column for the STEP Journal and lectures.

Penny Hamilton

Barrister. She is a past President of the CIOT. She is a member of the Consultative Committee on HMRC Powers and the TAX Appeals Stakeholder Group. She speaks and writes about many aspects of indirect tax, and her publications include "Hamilton on VAT and Duties Appeals".

Matthew Hutton

Tax lecturer and writer (former solicitor and tax consultant). He is a past Chairman of Capital Taxes Sub-Committee. Matthew specialises in capital taxation and SDLT.

Richard Mannion

Chartered Tax Adviser and has over 35 years experience in the accountancy profession. He is a Past President of the Chartered Institute of Taxation and was a member of its Council from 1994 to 2004. Richard specialises in the tax problems of family businesses and high net worth individuals. He is a regular contributor to professional magazines and the media. He has acted as expert witness and provided legal support for a variety of cases, particularly involving professional negligence claims, covering a wide range of business tax issues. Richard is a founder member of the Working Together project whereby the professional bodies work with HM Revenue & Customs to identify and resolve procedural problems within the tax system. In May 2006 he won the Lexis Nexis Taxation Lifetime Achievement Award. Richard is also the Chairman of the CIOT's Owner Managed Business Sub-Committee.

Ian Menzies-Conacher

Chartered Accountant and as well as a Chartered Tax Adviser. He's worked in the City for most of his career, including being Group Tax Director for a major financial institution, and has a wide involvement in industry and professional activities. He chairs the British Bankers Association tax committee, is the UK representative on the European Banking Federation Tax Committee and a member of the CBI and 100 Group tax committees. He also serves on the Executive Committee of The Institute for Fiscal Studies and is a member of the Tax Law Review Committee. He is former Chairman of the Chartered Institute of Taxation's Technical Committee and the current Chairman of the International Taxes Sub-Committee.

Lakshmi Narain

Based in an accountancy practice as well as being a Visiting Fellow at Centre for Commercial Law Studies (Queen Mary - University of London) and sitting on the Editorial Board member of Tax Journal. He specialises in corporate tax issues. Lakshmi is former Chairman of the CIOT's Property Taxes Sub-Committee.

Philip Ridgway

Philip Ridgway is a Barrister. He advises on all areas of revenue law but has a particular interest in corporate tax including, acquisitions and disposal, reconstructions and demergers, MBOs, returning capital to shareholders, s425 schemes, SDLT, stamp duty and SDRT. Philip is a Fellow and Council member of the Chartered institute of Taxation, Chairman of its Education Committee and a member of both the corporate and property technical committees. He has also recently joined the Low Income Tax Reform Group (LITRG) committee and is a volunteer for Tax help for Older People (TOP) a registered charity which provides free advice to those over the age of 60 with incomes of less than £15,000 a year. When he is not dealing with tax issues Philip follows the (mis)fortunes of Sheffield United and purports to play blues guitar although he accepts this is more likely to describe the effect on the listener than be a reference to the musical genre.

Adrian Rudd

Is a Barrister, Chartered Accountant and Chartered Tax Adviser. Adrian is Tax Director specialising in corporate tax, and is particularly interested in property transactions, REITS, partnerships, capital gains tax, capital allowances, international tax, European law and stamp duties. Adrian regularly writes and lectures about tax. He is former Chairman of the Institute's Corporate Tax Sub-Committee and current Vice-Chairman of Chartered Institute of Taxation's Technical Committee.

Robin Williamson

Technical Director, Low Incomes Tax Reform Group; solicitor; formerly senior technical editor with tax publishers CCH; writes and lectures on personal tax matters, particularly tax credits.

Jeremy Woolf

Barrister practicing in all areas of tax including negligence and judicial review proceedings raising tax issues. Among the areas that particularly interest him are European Community and human rights law. He has been appointed the Chartered Institute of Taxes' representative on the indirect tax sub-committee of the Confederation Fiscale Europeenne. He is also former Vice-Chairman of the Institute's VAT and Indirect Taxes Sub-Committee, Chairman of the European and Human Rights Law Sub-Committee and a fellow of the Institute of Indirect Taxation. He is a member of the editorial board of Simons' Taxes, co-author of "Zamir and Woolf: The Declaratory Judgment" and a contributor to "Civil Appeals" and "Potter & Monroe's Tax Planning" a former contributor to De Smith's Judicial Review and to the De Voil's Indirect Tax Service.
