CIOT Appoints Practising Barrister As President

Penny Hamilton LLB FTII Barrister has been appointed President of the Chartered Institute of Taxation, CIOT, for the forthcoming year. This is the first time the CIOT has appointed a practising barrister and, for the second time in its history, a woman, to be its President.

Penny is an expert in VAT who can claim to have practised as every category of barrister. She started out as a barrister in independent practice and then spent eleven years as an employed barrister in the office of the Solicitor for the Customs and Excise before joining what was Deloitte, Haskins and Sells, where she was made a partner in 1989 (the new category of “barrister, non-practising” was devised for Penny and others in her situation). She left what had become PricewaterhouseCoopers in 2000 to join Pump Court Tax Chambers. She is the author and editor of numerous tax articles and books, including Hamilton’s VAT and Duties Appeals, VAT, Business by Business and The Environmental Taxes Handbook

Two of Penny’s objectives as President are linked to her particular background: to increase the profile of the Institute and the ATII qualification amongst barristers and the legal profession generally, and to foster better relationships between taxpayers, advisers and Customs and Excise by the “Working Together” initiative.
